Political Science has generated ample empirical evidence on the impact of European integration on the member states of the EU. In the field of foreign policy, however, in-depth analysis is rarely available - not least because the Common Foreign and Security Policy (CFSP) is rather perceived as a non-binding forum for intergovernmental cooperation. Nevertheless, the Treaty of Maastricht has brought about the emergence of a new multidimensional governance system in foreign policy making which is putting the member states under considerable pressure to adapt their institutions, procedures and policy preferences to the European policy cycle. Using the concepts of Europeanisation and Fusion, René Lüddecke investigates to what extend the existence of CFSP impacts on the structures and processes of foreign policy decision making in Germany and Britain and which patterns of adaptation become apparent. The analysis shows that both countries have undergone substantial changes with regard to their institutions, policies and procedures of decision making. Yet, adapting to the needs and logic of the European policy cycle has not undermined the power to pursue national interests. In fact, Germany and Britain have been successful in different ways to maintain and assert their respective foreign policies by utilising CFSP to open up new opportunities for agenda-setting, participation and scrutiny at a European level. About the author: René Lüddecke, M.Phil. (Cantab.), was born 1978. He studied Political Science and European Studies in Potsdam and Cambridge (Pembroke College). He currently works as Special Advisor for Foreign and European Policy in the Policy Planning Unit of the Majority Leader in the German Parliament (Bundestag) and has just finalized his PhD dissertation on the Role of Parliaments in National Foreign Policy Making. In der Politikwissenschaft existiert mittlerweile ein umfangreicher empirischer Kenntnisstand über die Auswirkungen der europäischen Integration auf die Mitgliedstaaten der EU. Für den Bereich der Außenpolitik sind die gesicherten Erkenntnisse jedoch rar. Auch in der Öffentlichkeit wird die Gemeinsame Außen- und Sicherheitspolitik der EU (GASP) eher als unverbindliche Form intergouvernementaler Kooperation wahrgenommen. Gleichwohl hat sich seit dem Vertrag von Maastricht eine neue, multidimensionale Form europäischen Regierens im Bereich der Außenpolitik entwickelt, die die Mitgliedstaaten der EU unter Druck setzt, ihre Institutionen, Inhalte und Verfahren an den europäischen Politikprozess anzupassen. René Lüddecke untersucht mithilfe der Konzepte von Europäisierung und Fusion, inwieweit sich die Existenz der GASP auf die außenpolitischen Strukturen und Prozesse der Entscheidungsfindung in Deutschland und Großbritannien auswirkt und welche Anpassungsmuster dabei entstehen. Diese vergleichende Analyse zeigt, dass in beiden Ländern jeweils umfangreiche institutionelle, inhaltliche und prozedurale Veränderungen stattgefunden haben. Diese Anpassungsprozesse schwächen jedoch nicht die außenpolitische Gestaltungskraft. Vielmehr gelingt es Deutschland und Großbritannien auf unterschiedlichen Wegen, über die GASP ihre außenpolitische Interessenvertretung zu behaupten und sich neue Möglichkeiten der Mitwirkung zu erschließen.
